He’s the same character in the Brosnan movies. He’s a bad guy in The Living Daylights, with Timothy Dalton. FWIW, that’s not the movie right before Goldeneye, License to Kill is in between.

They probably just didn’t care. TV shows do stuff like that all the time. There are some famous examples in Star Trek.
