Alot of career-spanning CD boxsets were kind of like that Jackson release, but they made more sense. There were alot of 3 or 4 disc sets that hovered around 50% classic tracks and rarities/alternate versions, I assume those were aimed at longtime fans who didn’t want to replace their entire vinyl collection. Without doing a survey of those release dates, my gut says 1995 is a little late. Regardless, that Michael Jackson release is still weirder and more annoying.
People use to release CDs with a bunch of remixes of the same song, so the Shania Twain one is kind of like that. At least I can understand what she was trying to do there (hypothetically, it’s not like I’ve heard it.)
