He’s Prince by virtue of who his parents were, but being a Duke is a title that is bestowed and can be taken away. I’m not sure whether it comes with any ceremonial or diplomatic duties or if those are assigned separately, but whatever determines that Prince Andrew isn’t a “working royal” anymore either.
